Q 2: Is Du`a'-ul-Istiftah (opening supplication when starting the Prayer) said before or after Takbirat-ul-Ihram (saying: "Allahu Akbar [Allah is the Greatest]" upon starting Prayer)?

A: Du`a'-ul-Istiftah is said after Takbirat-ul-Ihram. This is supported by authentic Hadiths narrated from the Messenger of Allah (peace be upon him).May Allah grant us success. May peace and blessings be upon our Prophet Muhammad, his family, and Companions.
